The only thing I can find is a .5 difference in the new photoshop version’s requirements of MHz. Required 2.0 and I have 1.5. I am using Dell so I am now in phone line to talk with Dell. If anyone with this problem has a GPU of 2.0 and is having the error 126 still please let us know. I would like to point out that the app does load and operate, despite the error message.

Somedll.dll was there, but it needed someOtherDll.dll, which was not installed. ProcessMonitor helped find that issue. After I got jvm.dll loaded, I ran into another problem trying to find the main class. Same technique led me to see I was missing msvcp140.dll on the system that failed. I just ran into the same problem.
Dependency Walker didn’t help. I solved the problem with the help of Process Monitor, but I had to compare it’s output to a case where the DLL actually loaded OK. From comparing LoadImage operations, I could see that LoadLibrary was failing because of a missing dependency vcruntime140.dll. However when I checked it using Dependency Walker i showed a lot of missing files. They were all either API-MS-WIN-CORE-something or EXT-MS-WIN-something.
